National meet of RRBs

ITANAGAR, Feb 25: A meeting to review the performance of Regional Rural Banks (RRBs) on Key Performance Indicators and other thrust areas, including HR related issues was convened by NABARD at Head Office in Mumbai today.

Addressing the gathering, Dr Harsh Kumar Bhanwala, Chairman, NABARD  said, “As a supervisory authority, NABARD has recommended several measures such as need-based recapitalisation, consolidation of RRBs and migration to the Core Banking Solutions (CBS) to strengthen RRBs.”

Elucidating it further, he said, “I am really amazed at the way the RRBs have turned around. The loans issued by them crossed Rs 1 lakh crore mark for the first time during 2012-13, aggregating to Rs 102,382.24 crore as against Rs 82,538.29 crore in the previous year. The priority sector lending for the last three years has been more than 80% as against the targeted level of 60%. The RRBs have shown improved performance in profitability, with 63 of 64 RRBs earning a profit of Rs 2,275 crore during 2012-13. While he praised that the CASA deposits are very significant (at 57% of their deposits), he cautioned RRBs to be vigilant with regard to NPAs.

Earlier inaugurating meeting Rajiv Takru, Secretary, DFS, Ministry of Finance, and Government of India urged RRBs to increase revenue and reduce NPAs, professionalize their services and impart carefully designed and structured training programmes to their staff so that they are familiar, well-versed and can deliver to their best. “RRBs can take whatever help is required from RBI, NABARD, and also from the Government in cases where its intervention is required for playing a socially relevant role in their area of operation.” He categorically said that RRBs should sell their “priority sector” portfolios to the highest bidder and not necessarily their own sponsor bank. He said that RRBs are really relevant and are more glamorous than their bigger cousins as they reach out to the last mile. He coaxed them to completely move on to the technology platform and provide all services like the public sector commercial banks.

Dr Bhanwala listed out several areas RRBs must endeavour like supporting long term loans to allied activities which will improve the capital formation in agriculture, financial inclusion through Rupay-Kisan Credit Cards, promotion of Self-Help Groups & Joint Liability Groups to make RRBs financially stronger. He also suggested that the RRBs adopt the best practices of corporate governance. “The main challenge before RRBs, however, remains to redesign products, systems and procedures in such a way that they can meet all the financial needs of existing customers and cover the unbanked population,” he said.

All the 57 RRB Chairmen of RRBs and senior executives of Reserve Bank of India and sponsor banks participated in the meeting.

The Regional Rural Banks (RRBs) were set up in 1975 to meet the institutional credit demand in the rural areas, especially among the economically and socially marginalized sections of the society.

Today there are 57 RRBs, covering 635 districts with a formidable network of 18,299 branches and 9,701 ultra-small branches (USBs) in the country, according to a NABARD release.

SSA teachers waiting for regularization of job

Dear Editor,

Thousands of SSA teachers are enduring difficulties for the sake of Arunachal’s future. But it seems state government does not recognize problem faced by SSA teacher family. They are not paying heed to genuine demand for job regularization of SSA teachers. Such policy of state government undermines service of these teachers in education department.

Therefore, on behalf of (AASSATA) Kurung Kumay Unit District, I would like to urge education minister for early fulfillment of One-Go SSA Teachers job regularization policy and also appeal for regular disbursement of monthly salary so that SSA teachers can become responsible nation builders.

Lastly, but not the least, I would like to appeal to CEC of AASSATA to enquire with state government regarding cause for irregular disbursement of monthly salary. They should also try to find out whether state government is embezzling salary of hard working SSA teachers?

Yours,

Tadar Doriak

Though in the newspaper state government announced about releasing of10% matching share but in reality it is yet to happen. Therefore kindly release our salary and act before anyone dies of hunger and anger.

Be aware of fake institutes

Dear Editor,

It is painful for me to share that there are some private colleges at Guwahati, which assures many innocent student hailing from our states of providing 1 (one) years B. Ed course and certificate from Guwahati University at the time of admission. But their motive is only to earn money by cheating innocent student.

First of all, they show all documents as up-to-date regarding affiliation/recognisation of their institution with university. However in reality it is all false and fake. Secondly, when student appear their final exam/semester of B.Ed. and other technical subject, in one paper student will never be allowed to pass even if candidate appears 100 times, because the institution can no way issue university certificate. Therefore, they deliberately adopted one subject fail policy and keeps on charging money from the student for filling up form for the next exam.

Thirdly, when student ask for refunding or threaten them to take matter to court, they starts warning of dire consequences. Such incident happened with some of my relatives who took admission for B.Ed. 3 years back at Guwahati in Zoo Road Tinali. Now the same institution’s office has been shifted to unknown location, mobile/phone number has also been closed and changed.

The poor students, who could not get admission at RGU, went to Guwahati hoping that they will complete their B.Ed. course, but hope became hopeless. Hence, I request my brothers and sisters of Arunachal to be careful while taking admission in any private college, especially at Guwahati, Assam. I also request RGU authorities to increase intake seat capacities for B.Ed course to cater to the needs Arunachalee students.

Yours,

Nabam Khyoda

A Step Towards Pragmatism

Dear Editor,

Supreme Court’s verdict of 5th July 2013 on ‘Freebies’ got a thrust when the Election commission(E.C) came up with the direction to all political parties to make attainable and practical promises in the election manifestoes, which does not affect the Directive Principles of State Policy and other Constitutional provisions.

This will help lower exorbitant promises made by our political leaders during election time. Since more than 68% of our population lives in rural areas and with whopping 21.9% illiteracy rate, the ground is still fertile for political leaders to play with the basic needs game during election period that is, by offering voters superfluous promises.

With general election months away, public awareness- coupled with the election commission’s activism will play a deciding role in strengthening out democratic institution. But the implementation of directions by EC and the adherence to these directions by our leaders is a gray area.

Nevertheless, it’s always better ‘to have, then none’. With the coming up of these verdicts and directions, hope the well established democratic institution of our country will stand tall and sturdy.

Yours,

Joram Aatum

NLCT’s claim surprises everyone

National Liberation Council of Taniland (NLCT) surprised everyone by claiming responsibility for boundary clash at Tarasso which led to death of 15 people. All these days Assam based groups have been alleging that Arunachalee villagers from nearby Tarasso area played role in the incident. Such allegations have been strongly rebuked by both government of Arunachal and local villagers. The role of Borgang based CPI (ML) leader Vivek Das is also under scanner.

Ministry of Home Affair's Joint-Secretary, Shambhu Singh had recently told television channels that the National Democratic Front of Bodoland (NDFB) might have a hand in the killing incident. The confusing situation will not help the cause for ending tense relation between two states. Union home ministry should immediately intervened and constitute fact finding committee in this regard. The committee should visit actual place of occurrence and dig out the truth.
